More from this committee: CC Liquor License Commission

[Puccio]: Okay, good to go? Very good.

[SPEAKER_14]: The public meeting of the City of Medford Liquor License Commission for April 15th, 2026 will come to order.

[Robert Delafano]: We do have an agenda to follow. And the first thing on the agenda is to approve minutes from the meeting of 318. Sent to us by Daria. Thank you, Daria. I had a chance to review them earlier. Everything looked fine to me. Ben, how about yourself?

[MCM00001210_SPEAKER_04]: Yeah, I looked at that and it was all of our There's the events, Boston Glory events, a lot coming up. So it all looks good to me. Thanks for getting all those dates in. A lot of different dates.

[Robert Delafano]: Yeah, there was.

[MCM00001210_SPEAKER_04]: Yeah.

[Robert Delafano]: They do a good job every year, though.

[MCM00001210_SPEAKER_04]: We don't have to worry about them. Yeah. So I'll make a motion to accept the minutes from the March 18, 2026 License Commission meeting.

[Robert Delafano]: OK, I'll second that motion. All in favor, aye. All opposed? Hearing and seeing none, the minutes have been accepted. Next item on the agenda. We have a representative from the Holwyn Palace for change of powers application. Ray, if you want, you can have a seat up here. just tell us a little bit about what's going on, or you can sit at the end, wherever you want.

[PJ8jELaZnCc_SPEAKER_12]: Right there is good. Yeah.

[Robert Delafano]: Just let us know what's going on. I know that you went up before the city clerk to get a new common victuals license to change your hours.

[PJ8jELaZnCc_SPEAKER_12]: Right. The reason we try to extend a couple of hours, not like a public business, so sometimes friends, family, we have sometimes a special event. For example, like Christmas time, Chinese New Year, we just stay a little longer. But also, since the re-Grand Open in the last couple of years, well, the bar picked up a little bit. So at the later night, 11 o'clock, they still stay there. Even we send the last call, they still hang out in the middle of the areas, just in case. Not every night, not every day, but sometimes.

[Robert Delafano]: Now, that's smart to do because, you know, in that business sometimes you get busy at night and customers don't want to leave and, you know, it's a good thing to do just to cover everything. I noticed too that you said, you know, one of the reasons why customers stay a little later after last call and stuff and this will help with that issue. which is great, and I'm sure you realize that, you know, when it's the last call, with the new hours, it's going to be until 1 a.m., but the last call should be like 12.30, and any alcohol that's out on any of the tables or on the bar has to be removed off the bar by 1 a.m. before 1, right? Yeah, before 1, right at 1, or right before. But last call, you can do like a half hour before and it'll give people plenty of time to finish up. Thank you. But everything looks fine to me. Ben, one thing I noticed was on Ray's application to the city council Sunday, he had 1130 a.m. to 1 p.m., but when they issued the new Carmen Mitchell's license, the correct time was on there, which was 12 p.m. to 1 a.m., because we can't have anything earlier than noon on Sunday until we pass 33 a.m. So, if you can, just, if we approve this, just make sure that you copy the same exact hours on the common license to put it on Raymond's alcohol license. Other than that, I don't have anything. Ben, did you have any issues? I think all the paperwork looks okay. The monetary transmittal form, there's no fee.

[MCM00001210_SPEAKER_04]: No, I mean, you know, the reasons of saying it's private events, friends and family gatherings, you know, um, of course those have to be, you know, you gotta, you gotta deal with liquor just the same on those gatherings, you know, responsibly. We already were talking about this the last time we were talking and, you know, I know that the, you know, that was all. a one-off situation, but of course, you know, friends and family gatherings, you know, you're just as responsible to, you know, or, you know, your license is just as much vulnerable during those times as it is to the general public, to, you know, to anything like that. And I've heard that you guys are very good about your carding policy. My policy? Carding people. Oh, yeah. I'm just saying that I've heard that. or my bartender, the cocktail researcher. So other than that, I mean, these are just the things that I know about the business and which, you know, factors into any observations I have, but I think I'm okay. I mean, yeah, there's just that one change in the timing here on Sunday.

Yeah, but there's no change except it's noon is when the first can serve after, you know, afternoon. Yeah.

[PJ8jELaZnCc_SPEAKER_12]: No, it's just once in a while we try to stay, not every day, Sunday. So yeah, mostly like a monthly, truly slow night after work. So long day, you've got to go home. Yeah. That's for sure.

[Robert Delafano]: So I don't have any questions then. Okay. Yeah, I feel good about it. I frequent the whole one every once in a while with my wife. The food is great. The business is very professional. Ron, you guys do a good job over there. And yeah, I have 100% faith in you. Everything will go fine. So if you want to make a motion then,

[MCM00001210_SPEAKER_04]: Yep. Okay. So I'm going to make a motion. So I think it's to accept the change in hours. Yeah. The change in hours for the retail, for the, for this license, liquor license application for Chen Hong LLC, DBA Ho Lin Palace 2. Um, maybe in accordance with the CV conditions in accordance with the common Vic conditions of the hours of operation, which are here already established.

[Robert Delafano]: Very good. I second that motion. All those in favor. Aye. Aye. All those opposed hearing and seeing none. The ayes have it. Raymond, good luck. Your hours have been extended. Keep up the good work. You try. Hopefully we won't see you around here.

[PJ8jELaZnCc_SPEAKER_12]: If we don't see you, that's a good thing. I checked the idea by myself, too. I see a little kid. That's what you got to do. All right. All right. Thanks, Raymond. Thank you, Dahlia. Thank you. You're ready. Thank you. You take care. Thanks, Raymond.

[Puccio]: You can go. Thank you. I'll see you tonight, tomorrow, one of these, please.

[PJ8jELaZnCc_SPEAKER_12]: The shareholder, the guy shareholder. All right. Thank you, everybody. All right. Enjoy the summer.

[Robert Delafano]: You too. Thank you. Okay. Next on the agenda, we have a representative from the Medford Public Library for a one-day publication. Gloria? Gloria? We can't hear you. Hang on.

[SPEAKER_14]: Gloria? Can you hear me now? Yes, we can hear you now.

[CAS00002528_SPEAKER_01]: Very good. I'm from the Friends of the Medford Public Library.

[Robert Delafano]: All right, Gloria. Could you tell us a little bit about what's going on?

[CAS00002528_SPEAKER_01]: This is our annual trivia fundraiser night. We anticipate about 80 people or so. We're selling tickets. And this is our third year doing it. And it will be beer and wine. Yeah, that's about it. OK.

[Robert Delafano]: And you're going to, yeah, you've frequently have one day license applications, and you always have the alcohol basically in the same place on the second floor. I assume that this is going to be the same thing. It is. Because we've got on file a detailed drawing of where the alcohol is being served when you have an event at the library. And Daria's got the insurance, copies of the insurance and stuff. So I feel good about Everything with that, you folks never have any issues there, which is great. Ben, how about yourself?

[MCM00001210_SPEAKER_04]: No, I think we have insurance, and you said that too, on file in the plan. No, we're familiar with the venue, so I'm good. I'm good with this plan. I hope it's a successful event.

[Robert Delafano]: Great. OK, if you'd like to make a motion.

[MCM00001210_SPEAKER_04]: Yep. All right, so I'm going to make a motion to accept the one-day license for the Friends of Medford Public Library for the date of May 2nd, 2026 from 630 to 10 p.m. We have all the plan and insurance on file.

[Robert Delafano]: Yeah, very good. I'll second that motion. All those in favor, aye. Aye. All those opposed? Hearing and seeing none, the ayes have it. Gloria, you're all set.

[CAS00002528_SPEAKER_01]: All right. Thank you so much. If anyone wants to come support the library, come to our fundraiser trivia night, May 2nd.

[Robert Delafano]: That's awesome. Thank you very much. Good luck. Bye-bye. Okay. Next on the agenda, we have a representative from the Medford Historical Society. I'm here. Hi, John. How are you? Fine. Fine. Thank you.

[John Anderson]: Can you hear me?

[Robert Delafano]: Yes, we can hear you just fine. Tell us a little bit about what's going on.

[John Anderson]: This is our annual meeting. It's for members only. And we elect new officers in the board, which doesn't attract too many people. But we found if we have a trivia night, we can get the members, 20 or 30 of the members to show up and seem to have a good time doing it. And we're happy to have them.

[Robert Delafano]: Very good. Well, you've come before us in the past and never had any issues. And you submitted everything that's required as far as I can see. Ben, have you got a chance or any questions?

[MCM00001210_SPEAKER_04]: So, John, it seems like you guys are more active with these events. So is it going well?

[John Anderson]: Yeah, we're doing fine. We'd like to have some more members. Young people under the age of 50, you know, would be most welcome.

[PJ8jELaZnCc_SPEAKER_12]: Yeah, that's great.

[MCM00001210_SPEAKER_04]: Well, yeah, I have no issues with this. Here's the liability. I see where you're going to have the event. There's been no issues in the past. We've already been down this road. So I'm good with John's application. OK, great. If you want to make a motion, we can. Yeah, yes, I will do that. So I'm going to make a motion to accept the one day license. This is for Medford Historical Society for the date of May 7, 2026 from 7 to 9 p.m. based on this application.

[Robert Delafano]: Very good. I'll second the motion. All those in favor. Aye. Aye. All those opposed. Hearing and seeing none. The ayes have it. John, you're all set. Quick question.

[John Anderson]: I take it Alan is no longer on the board.

[Robert Delafano]: Alan is still on the board. Yes, he had something come up unexpectedly today. He wasn't able to make the meeting.

[John Anderson]: Okay. I was afraid he'd moved out of town, but I'm glad to hear he's still around.

[Robert Delafano]: Oh, no, he's still around. He's here for a while. Great. Thank you very much.

[John Anderson]: Thank you.

[Robert Delafano]: All right, John. Nice seeing you. Okay. Next on the agenda, we have a representative from Event Them. Brian, are you there? I'm here.

[SPEAKER_09]: I'll let Megan take this for a moment. Good afternoon, everybody.

[MCM00000945_SPEAKER_44]: Hey, Brian.

[Robert Delafano]: Hi, Megan.

[MCM00000945_SPEAKER_44]: Hello. So we have a couple of events coming up. I'll start with the first one. That's two weeks from today on the 29th. We have an artist who's exhibiting for this month. And he wanted to host a Latinx and closing reception for his exhibit. So that will be the evening of the 29th. It's just the same setup as we've done before in terms of the bar will be in the kitchenette. serving beer and wine. And last time he got catering from Wegmans. So it'll be essentially kind of the same situation as his opening reception. But that's the first one.

[SPEAKER_14]: Okay.

[MCM00000945_SPEAKER_44]: And then.

[SPEAKER_14]: Did we have the second one? Yeah. Oh, we did. Okay.

[Unidentified]: Yeah, I apologize.

[SPEAKER_14]: I believe so. I think it was the second email. No, one second. I think it was Monday. that I sent it to you guys.

[Robert Delafano]: It might have been, I didn't see it on Monday.

[MCM00000945_SPEAKER_44]: It was for a fashion show.

[Robert Delafano]: Fashion show?

[MCM00000945_SPEAKER_44]: Yeah. Cool. Sure, yeah, let me know when you have it.

[MCM00001210_SPEAKER_04]: It's not the three more applications, that's the fees. No.

[Robert Delafano]: I think you can show that to us on an email.

[SPEAKER_14]: It's hard to do it through my phone, but I don't want to go to my email right now. Okay. Not that there's anything crazy in there, but yeah, no, we can work with them. Yeah, well, we got to go. You got it? No, I was missing the name. No, I'm sorry. No, I shouldn't have missed anything else.

[Robert Delafano]: All right, Megan, tell us a little about what it's going to be. It's the date and time and basically what it's going to be, and we'll go from there.

[MCM00000945_SPEAKER_44]: Sure. So the date for the fashion show is Saturday, May 16th. We're doing an afternoon and an evening session. So I put for the hours of the event just kind of the entirety, including both. So it'll be from 2 to 9 p.m. But the sessions are each two hours long and there's a little bit of a break in between them. And we'll roughly have about 60 attendees per show. A local fashion student is producing the event here and she's really into like the rave scene so she wanted to do a rave fashion show so there'll be DJs and a band from the school of rock will actually be performing as well and the bar setup this time will be a little bit different because we need the kitchenette as a setup space for like the models and designers Instead, it'll be in our front office space, which is right by one of our entrances, but it'll still be beer, wine, and we're solidifying our caterers, but I know she's been talking to Eddie's and some local businesses here to provide the catering for that.

That's the gist of it.

[Robert Delafano]: Yeah, we're looking at it now. Daria was able to send it right over to us. We're just going to take a quick peek at it and make sure it's all in order. You guys are always right on top of things. Is it that long? Is it 2 to 9 p.m.?

[Unidentified]: Yeah.

[MCM00000945_SPEAKER_44]: There are a couple of sessions. I just put the entirety of both events, but the first session is from 3 to 5 p.m., and then the second one is from 7 to 9 p.m.

[MCM00001210_SPEAKER_04]: I think I missed that when I was reading that you said that there's two sessions. I get that now. Well, no, I mean, you guys have a good track record with us. And yeah, it's a little different kind of event, but I know you guys just do different, you know, different, different things.

[MCM00000945_SPEAKER_44]: So it's definitely a new event for us for sure.

[MCM00001210_SPEAKER_04]: But yeah, I mean, but you know, we've always kept them all in control and well, well organized. So I don't have any issues with the event. Okay. Yeah.

[Robert Delafano]: I'm the same. Everything looks good there. So if you'd like to make a motion on that one, Ben. Yep. Okay. So I'm going to, we didn't, we didn't do a motion on the first one.

[MCM00001210_SPEAKER_04]: Oh no, I don't think we did. So do both of them. Megan, you just have to.

[MCM00000945_SPEAKER_44]: Yes.

[MCM00001210_SPEAKER_04]: Okay. All right. So I'm going to make a motion for both of these events. That's the May 16th and then the April 29th event. Yes. So, okay. So I'll make a motion to accept the one day license for the April 29th event or event then.

[SPEAKER_14]: Why don't we just, should we approve that one?

[Robert Delafano]: Oh, do you want to do it? Okay. Two different ones. Okay. I'll second the motion. All in favor? Aye. All opposed? Hearing and seeing none, the ayes have it. Motion is passed.

[MCM00001210_SPEAKER_04]: All right, Mr. Commissioner, I'm going to make another motion to accept the application for a one-day license for event then. This is for May 16th from 2-9 PM for the fashion show event.

[Robert Delafano]: Great. I second the motion. All those in favor, aye. All those opposed? Hearing and seeing none, the ayes have it. Motion passed. Megan, you're all set for the two licenses.

[MCM00000945_SPEAKER_44]: All right. Thank you so much.

[Robert Delafano]: Good luck with your shows.

[MCM00000945_SPEAKER_44]: Thank you guys.

[SPEAKER_09]: Bye everybody. Have a great day.

[Unidentified]: Thank you.

[Robert Delafano]: Okay, so we got those done. Let's see. Next on the agenda representative from Feast of the Republic to present for two one day licenses. What do we have here?

[Puccio]: This is John Calo. He's the

[Robert Delafano]: Okay, uh-huh. And let's see. I'm just looking at the applications. I noticed that everything looked pretty good. You guys, if this is your third year with us? doing a great job I know a couple times with the rain you had a oh that's right that's why I'm thinking like the first year we had an audible yeah so you guys you guys are pretty experienced at all of this stuff fine you know what you're doing From what I'm seeing here, it's Winter Hill Refreshments will be doing the bar.

And you're going to just be doing wine and malt. There's no alcohol. No, the same as local beer, wine, and aperol spritz. All right, but what we're going to do is, I don't know, Terry, do you have a copy of that? Thanks, because they checked off all alcohol. We're just going to scrub that and make it wine and malt within not a non-profit. If you're non-profit, you can have all alcohol.

[Puccio]: I think we did the same thing last year. Yeah, I don't think we need all alcohol.

[Robert Delafano]: Yeah. Yeah. You're not a non-profit though, right? No. Yeah, so you couldn't have it anyways. That's the state rule.

[Unidentified]: Yeah.

[Robert Delafano]: But yeah, just the wine and malt, we can do that on both the days. This is just the rain.

[MCM00001210_SPEAKER_04]: There's a rain date. Is that what there's two of them? No. Oh, so it's never been a two day, right?

[Puccio]: No, no, it's only been one. So historically, what we've done is on a Saturday, we'll have a dinner dance. But the past two years, it seems like it's very tough to sell tickets to the dinner dance because that older Italian crowd is kind of faded off, unfortunately. So we got together and we said, well, hey, you know, the Outdoor on Sunday has been such a success. Why don't we do it on Saturday, get a nice, you know, 50s, 60s band and try to get those folks out, you know, outside and we'll do a 50s, 60s band and make a two day event out of it. So, yeah.

[Robert Delafano]: It's like a mini feast.

[MCM00001210_SPEAKER_04]: Yeah. Yeah. Yeah, I go every year with my kids.

[Puccio]: They enjoy it, right? They like it, yeah. We're going to try to do it twice. I know. We're going to try to do a little more towards the kids. Yeah. More activities for them to do.

[MCM00001210_SPEAKER_04]: Yeah, there were some, though.

[Puccio]: Yeah, yeah, definitely.

[MCM00001210_SPEAKER_04]: Yeah, yeah, it's good. Yeah, it's hot. It was hot like last year, but I even went to the inside one too.

[SPEAKER_14]: Yeah.

[MCM00001210_SPEAKER_04]: Yeah. Did you? Yeah. Yeah. Worked out pretty well. Yeah. Yeah. I mean, it's better when it's outside. I'm sure you would agree. Oh yeah.

[Robert Delafano]: It's just way more room for you. But yeah.

[Unidentified]: Yeah.

[Robert Delafano]: And that's something that people come and go during that time. So you're not, everybody's not there at once type of thing, you know?

[Puccio]: Yeah. Yeah. There's a constant flow. We actually got a shuttle from here, from City Hall to there that ran All day constantly, and we asked at the end of the day, and she said, you know, most pickups and drop-offs were full, so people were utilizing it. That's great. Yeah.

[Robert Delafano]: Yeah.

[Puccio]: So I'm doing that again with both days. Nice. Yeah. Yeah. There's not much parking around there. No. Too tight, you know? No. One thing I think we need to do a better job at, which we will, is advertising to these folks over here in these buildings. Yeah, because it's so close for them to walk over. Yeah.

[Robert Delafano]: Yeah, exactly. Yeah. Yeah. And you get a lot of elderly Italian in there. Yeah. Yeah. Yeah. That's that's a good idea. Yeah. And went to hell. I think when you've done some one days over there for us. You guys were the ones that came up with the signs, no alcohol beyond this point type of thing, that you stick in the ground. Yeah, just do that. Set up a little perimeter. They just so, you know, people aren't walking across to St. Joe's and keep a beer in their hands.

[Daria Tejera]: You know what I just thought of too, for the seniors too, the senior center, you could contact Pam Kelly, the director. Okay.

[Puccio]: because they do monthly newsletters yeah this is in may you still have time to ask her for may to put it in there maybe definitely that's like in an event yeah i mean i'll tell you i don't know if you've ever heard of the reminiscence they're the band that's gonna be playing on saturday afternoon they've been doing the fisherman's feast for me for 20 years spectacular did they play last year no no no they they i thought about it when i was at the fisherman's piece i said geez If I can get these guys in Medford, they'll kill it. Because they do everything from the Beach Boys to the 50s, the 60s. They've got all the instruments.

[Robert Delafano]: They're a great band. It would be a good take. One step further, the light just went on when you were talking about the seniors. they can just walk right to the parking lot and take a shuttle instead of walking down. Yeah, yeah, yeah. Yeah, true. One step down and better. People are kind of, you know.

[Daria Tejera]: Yeah, because I don't know if people knew about the shuttle. Yeah. I parked near Colleen's. Yeah. And walked, which is fine. Like for me, that was fine. But yeah, but like for older crowd, that would be good to know. Or like people with little kids, you know, smaller kids that.

[Puccio]: Yeah. I'm going to try to come up with a flyer for there. And I'll send it to you. Okay, if you can pass it along, it'd be great. Yeah, okay. It'd be great.

[Robert Delafano]: I got something to say, you know, alcohol passed this point. Yeah, I think it was you guys. Like you see when everybody's running for city council and stuff, they stick those signs in the front, people's front lawns, like a wire sign. Yeah, we can get those done.

[MCM00001210_SPEAKER_04]: Yeah, I mean, we're on a cone, you know, yeah, like, like, I mean, now it's a little better, but you know, it's just essentially, you know, sometimes those events, somebody, I'll walk over and somebody's in the parking lot and they have a beer in their hand.

[Puccio]: It gets to the point where the area's full and we're worried about people leaving the area with it. I'll station one of my people at the door and say, you know, you can't, you can't leave, it's one and a half area. Yeah. Did you have a detail last year? So last year we did not. The year before we did, we had a state police detail on the road for traffic, but he really didn't get out of his car. It was never really overwhelming at any point.

[MCM00001210_SPEAKER_04]: Yeah.

[Puccio]: Um, this year I'm going to talk with the Metro police. I'm hoping to get a detail in the park because it is two days. So I'm afraid of, um, I'm afraid of overnight. you know, some theft overnight, especially with the guy selling the shirts and all these and stuff like that. So we're probably going to talk to the police to have an overnight detail and we'll make sure his product is off premise completely. Yeah. There'll be no alcohol left overnight for sure. But I'm worried about all the other stuff. I understand that someone living over there is problematic. So we might just, you know, pay for a detail overnight. just to be safe. Yeah.

[MCM00001210_SPEAKER_04]: Yeah. That doesn't make it better. Yeah. If anything ever happens, you have the detail and you know that step and it's always good. Yeah.

[Puccio]: The Federation isn't, we're not, you know, technically a nonprofit, but we are not for profit. We are just continuing the Italian culture and heritage and traditions. So, you know, I think last year when all was said and done, there was like, two grand left over from the event. But we didn't care. We just wanted to make sure the event was great. And it was. And that's how we continuously run it. So to pay for a police detail is definitely not going to be an issue for us.

[Robert Delafano]: Yeah. Well, that'd be good. Although you don't know the rest of the details today. It's a little pricey. I know. But I think that the shell, too, it has a secure area in the back that they can lock stuff up at night.

[Puccio]: some stuff over there with the board of health and and they do have an area that they lock up tables and chairs and i would just feel bad for the vendors that set up now they're gonna break down and reset up the next day if we can just leave everything out there yeah you know lower the tents that's how we do it in the north end just lower the tents but yeah yeah and then nothing happens in north end if you leave no no which well we on top of you know every night we have eight Members that kind of we also I hired the two years ago. I hired the company that does the Boston Marathon Oh, that's a very good marathon. Thank you deficiencies now, and we have not had a Single anything no fights. No, nothing. Well, yeah, it was it was a great investment.

[Robert Delafano]: Well, I know it's like yeah Yeah And I'm my granddaughter or someone was telling me that she couldn't get in and

[Puccio]: One time because she wasn't over 18 or 21 or something at the time Yeah, so we stopped it like we we got advice from like disney on how to control the frown control everything. Yeah and from six o'clock On yeah, you cannot enter without parent a parent or a guardian and you cannot be without that parent or guardian Yeah, um, and then for our own children, we came up with a bracelet That gives them free reigns, they can come and go, do whatever they want. But we only give out maybe 50, 60 of those. Because what was happening is three years ago, we were getting massive crowds of kids. They would go on TikTok from the suburbs and they would come in and not only wreak havoc in the festival, but in the entire neighborhood. You know?

[Unidentified]: Yeah.

[Puccio]: And we nipped it in the bud right away. We all, all the feasts got together. We had one meeting. We came up with one format and presented it to the police commission. Yeah. They were like, you guys knocked it out of the park. And the very first year we, we did everyone, they don't even come down. Perfect. Yeah. Yeah. You get those TikTok challenges.

[Robert Delafano]: These kids do crazy stuff.

[Puccio]: Yeah. And three episodes, the fights that were happening outside the festival was just, yeah, it was mind blowing. I know.

[MCM00001210_SPEAKER_04]: So you guys have experience with all the crowds, so.

[Puccio]: Oh yeah.

[MCM00001210_SPEAKER_04]: That's good to hear. Um, yeah, we've got the diagram. We've got the, um, do we have the insurance certificate?

[Daria Tejera]: That's what Danny, yes, I did actually sent it over to you guys. All right. So that's all good. That's like recent.

[MCM00001210_SPEAKER_04]: That was maybe like 1255. So Danny, I mean, well, John Carlo, this looks good. Looks good. And you're with, that's Winter Hill. That's why you look familiar. Yeah. All right. Okay. Yeah. Okay. Okay. Okay. Well, either way, I mean, it seems like a solid plan and for the event and, uh, I'm more happy you're having it here. Very good. Very good.

[Robert Delafano]: All right, Ben.

[MCM00001210_SPEAKER_04]: You can come over again.

[Robert Delafano]: You want to do both days at once?

[MCM00001210_SPEAKER_04]: I'll do both days at once. Um, all right. So I'm going to make a motion to accept the application for, um, one of the one day license application for, um, the, uh, La Fiesta of the Republic, La Fiesta of the Republic Italiana, um, uh, from on May 30th from 11 a.m. to 6 p.m. In May 31st from 11 a.m. to 6 p.m., we have received the plan and the insurance on file.

[Robert Delafano]: Very good. I second the motion. All those in favor, aye. Aye. All those opposed? Hearing and seeing none, the ayes have it. John Collier, we're all set. All right, thank you very much. Thank you.

[Puccio]: We hope to see you there. Yeah. Yeah. Ben goes anywhere. Yeah. We have the same fish here. I might take a walk over. Yeah, so we have the reminiscence on Saturday. And then on Sunday, we have a duo from New York. They play the Thursday of the Fisherman's Feast almost every year. They're spectacular. Thank you, everything from Italian, American. Yeah, it's been pretty good. Sounds good. Yeah, sounds like a good time. Yeah. Yeah. Thank you for everything. Thank you, guys.

[SPEAKER_04]: All right. All right.

[Robert Delafano]: I was impressed the way you were talking to that Italian there.

[SPEAKER_04]: Oh, really?

[Robert Delafano]: Oh, yeah.

[SPEAKER_04]: I'm not Italian. You can't tell. I think I just wish I was.

[MCM00001210_SPEAKER_04]: I'm at the feasts. You did good.

[Robert Delafano]: I always went down to those feasts in North End. They had them in Cambridge, too. I haven't been to a feast in a night then in years. But I think I'm going to go down and check this one out this year. It looks like a good time. OK. Next on the agenda.

[SPEAKER_14]: That's for Cappy's.

[Robert Delafano]: Yes. Cappy's next. Hi, how are you? Good, how are you? Good, good. Thank you guys for having me. Could you just kindly state your name and business for the record?

[James]: Sure, I'm James Williams. I'm the general manager of Cappy's Liquors in Medford. And I'm here today to apply for a change of manager form.

[Robert Delafano]: All right, James. Let's see. Very good. I have a chance to review it. Let me just open it up. Hang on a second.

[SPEAKER_04]: All right.

[Robert Delafano]: Okay.

[SPEAKER_04]: A couple of notes here.

[Robert Delafano]: Everything seemed to look pretty good.

[James]: Sorry, my staff's quite loud.

[Robert Delafano]: That's all right. You just got to throw something at him.

[James]: Exactly what I just did. That's what I said.

[Robert Delafano]: Let me get my train of thought. Sorry about that, guys. That's okay. As long as you didn't get up and smack him, it's okay.

[James]: I would have been in real bad trouble. My wife's our wine manager. Oh, boy.

[Robert Delafano]: Oh, yeah. Yeah, you don't want to smack her. That's for sure. You don't want to smack anybody. Yeah, I was just checking it all out. And I noticed that One of the things the hang on, I made some notes. I just got to find them. Of course, on the vote of the entity.

[James]: Yeah, yeah, that was my boss's 1st time ever really doing 1 of those. So he wasn't sure if he did it correctly.

[Robert Delafano]: He did. that there's two things on it. Today's date has to be put on it on the top section. Okay. He left it blank. And down the bottom where it says a true copy a test. I'm not 100% sure whether you have to be a corporation or an LLC and fill that out. Okay, I'd like for you to do is just have your boss sign that Mr. Patel print his name. Okay. Then next to his name print president like you did on the page prior to that when he signed. No, that only because it just shows it acknowledges that he knows what's going on. And, you know, you could not be a dishonest person, but you could have filled this out and sent it in and totally get it. Whatever you guys need, I'm more than happy to do. So it's basically just on that one page, put the date in, have them sign and put his title. and send it off to the area and we should be able, unless Ben, unless you have something else that you've noticed on it, we should be able to. to an affordable contingent upon those things.

[James]: But those are also give the board some feedback. I am, I've been manager at the store for years. I've been an assistant manager. I've worked for Cappy's for over 15 years, just so you're aware of the fact that I've been, I have the experience that you guys would need for a store manager for one of the licenses.

[MCM00001210_SPEAKER_04]: Okay, yeah, I was gonna ask that you you were there prior to the change in ownership.

[James]: Mm-hmm. Yep So Scott before I've been with Cappy since I was 16, actually Wow Yeah over 14 years now. I I lived in Medford almost 25 years I moved to Manchester, New Hampshire and I still commute down every day just because there's such a good company to work for

[Robert Delafano]: Not a Kaplan still on that?

[James]: Well, unfortunately not. The Kaplan sold about three years ago. I still actually work part-time for the Kaplans as a second job with their wholesale business.

[Robert Delafano]: Oh, good. I did not add a wholesale business. That's good. Yep. Very good.

[MCM00001210_SPEAKER_04]: Yeah. Yeah. You have the questions on the qualifications. That like signing that and dating that. Yes. So yeah, that seems like that just has to happen for paperwork. But everything else seems like it's all in order here. So I'd be good to make a motion.

[Robert Delafano]: Okay, yeah, and it's good too, because his wife's there to keep an eye on him.

[James]: Oh, trust me. We make the joke that she's basically the GM in reality, but I'm the GM on paper.

[Robert Delafano]: Yeah, you're a very smart man.

[James]: My store is basically a family run business. I'll tell you that. My mother-in-law is one of our night managers. My cousin is one of our floor staff. My sister-in-law was one of our cashiers at one point. My father worked for the corporate office and my sister worked part-time as a cashier. So it's basically very much a family business.

[MCM00001210_SPEAKER_04]: Man, you're really qualified. You guys have been there. Oh yeah. Good for you. You have to have long-term people.

[James]: The good news is in a couple of months I'll be coming back to visit you guys for her moving.

[Robert Delafano]: Yeah, I know you guys aren't going to be there much longer, right? They're moving the licenses.

[James]: They're moving the license. We just don't know where yet. Yeah, right. And if it's in Medford, I mean, we're definitely staying in Medford. It's just going to be a matter of we have three different locations. They're still in negotiations with and will be either leaving in July or leaving in October from what I've been told. But that's still up in the air with everything with transom.

[MCM00001210_SPEAKER_04]: What do they sell that building?

[James]: Yeah, they're selling it and it's part of the agreement with trans and real estate.

[MCM00001210_SPEAKER_04]: Yeah.

[James]: Yeah.

[MCM00001210_SPEAKER_04]: So, I mean, you know, only things we just like to say to new managers, you know, although you've been in the business a long time, but it's the, you know, it's the carding, it's the scanning, it's the, it's the, you know, responsible, um, for anybody walking in there who has been drinking, you know, all of that stuff. I mean, you guys haven't had an issue, but the people who come in front of, you know, we see everything. So, you know, it's usually, Um, you know, people claim ignorance. Oh, I didn't know or whatever, but you know, it's never a good excuse. So it's always you, you want to be proactive and, you know, and you're the protector of that license now. And, uh, yeah, it's the frontline. So you just want to be, you know, very proactive about how you're going about doing it, which, which I'm sure you're going to be, but we just, you know, we want, we want to say that.

[James]: Absolutely, I'll just say, even back when I was working for Cappy's in high school, I used to be, I was the state vice president of SADD in high school. And I was one of the kids that was going into liquor stores doing this thing. So I'm very anal with my staff on this sense that they know we have a policy for cigarettes, ID everyone, no exceptions. On liquor, it's anyone under 40 is to be ID'd.

[MCM00001210_SPEAKER_04]: Great. So right. You've seen it from all those angles. So, you know, that's, that's compliance that we, we do. And that's, yeah, we don't, we want to be transparent. We want you guys running a good business and then, you know, coming here when you're, you know, doing positive things, not for, you know, other, other things. So that's what we always want to say. Okay. So how do we make this motion?

[SPEAKER_14]: Sure.

[MCM00001210_SPEAKER_04]: Okay. So I'm going to make a motion for, um, For Medford Cappies Inc. This is an amendment. It's change of manager form. We are changing manager to James Williams pending an update, a signature from Mr. Patel for corporate vote, and printed name in finishing this one page. Subject to that, we're making a motion to approve this. Sounds good.

[Robert Delafano]: I'll second that motion. All those in favor, aye. Aye. All those opposed? Hearing and seeing none, the ayes have it. Motion is passed. You're all set, Mr. Manager.

[James]: Thank you both. Is it possible to get that form that I need to have Bob and sign emailed, or should I come down to get that exact form? That way we're all on the same page.

[Robert Delafano]: Dari is the boss on that one.

[James]: I will email it to you. Thank you so much, Dari. I appreciate it as always. Thank you so much, guys. Bye-bye. All right, James. Good luck. Good luck. Take care.

[Robert Delafano]: Okay. That piece is done, and we got the three farmers markets. Okay, what's that first one? Representative from Blisspoint. Hey folks, how are you? Good, how are you sir? Good. Could you please state your name and company for the record?

[SPEAKER_01]: I am Jeff Vanuti, I'm the owner of Blisspoint Meadery, and we will be a vendor at the 2026 Medford Farmers Market.

[Robert Delafano]: Good. Okay. Let's take a look. I already took a look at it and it looked pretty good when I started early. It's the permit. The one from the state? Well yeah, it's not a one day permit. Oh yes, it's for the 19b farmer's market permit. We got a good drive from there. We got all the stuff from the farmer's market, which is good.

[SPEAKER_01]: Jeff, you were there last year, right? That's right. This is our second season. We had a good season last year, so we're looking forward to returning.

[MCM00001210_SPEAKER_04]: He's got his farmer winery license. I'm just forgetting, is this consumption or is it something else?

[Robert Delafano]: There's no consumption here. It's just retail. Correct. You can sample, but no.

[SPEAKER_01]: We're selling bottles for off premise consumption. That's our goal. Um, but sampling is a critical component of that, especially with something that people don't really know much about me.

[MCM00001210_SPEAKER_04]: Right. Yeah. I remember that. Okay. It's a good, good application. It's thorough. Yeah. Jeff, it looks good.

[Daria Tejera]: We'll need to do this once. One of the first ones who emailed me, so we'll make sure that it was complete. Jeff is organized.

[MCM00001210_SPEAKER_04]: And this is, we need to do this just once. Just once.

[Robert Delafano]: For the year, yeah. Yeah, it's not like. Yeah. I'm okay with it. Okay, cool. You can make a motion. Okay.

[MCM00001210_SPEAKER_04]: All right, so I'm going to make a motion. This is to accept the permit application for the farmer's market for the season. We are giving this to Jeff Benuti, who's the owner of Blisspoint LLC, for their location at the farmer's market.

[Robert Delafano]: OK, I second that motion. All in favor? Aye. Aye. All opposed? Hearing and seeing none, the ayes have it. Jeff, you're all set for the season. Good luck. Thank you, guys. All righty. OK, we got that. Next one, Broken Creek Vineyard. Do we have somebody from Broken Creek Vineyard? Might be Abigail. Yeah, Abigail, you're on mute if you can hear us.

[SPEAKER_07]: Hi, sorry. Here I am. Hi, everyone.

[Robert Delafano]: How are you?

[SPEAKER_07]: Good, how are you?

[Robert Delafano]: Can you please just state your name and company name for the record?

[SPEAKER_07]: Abigail Scaff. I'm the owner of Broken Creek Vineyard.

[Robert Delafano]: All right, Abigail. Is this your first year with the Methodist Farmers Market?

[SPEAKER_07]: Yes. You are our new addition.

[Robert Delafano]: Okay. Very good. Let's see. Take a look at it.

[Unidentified]: This is from

[Robert Delafano]: yeah this this one i was able to um go over but what i noticed is you have an expired um mass general law 138 19b license i'm a winery license the one that you sent in it expired on december 31st 2024 okay so she she must have sent you the wrong file i can i'll email that over the right one Yeah, if you can. It should say December 31st, 2026. Yeah. So just have us send that one over. We could probably approve the license. Yeah, we can approve it contingent upon the proper license coming.

Everything else, when I looked through it, it looked okay to me. How about you, Ben?

[MCM00001210_SPEAKER_04]: Yeah, it looks good. And Abigail, it's your first time with us, but you're not new to farmer's markets.

[SPEAKER_07]: No, we do 11 of them a year.

[MCM00001210_SPEAKER_04]: Yeah, okay. Wow. That's your vineyard where you are at Shrewsbury?

[SPEAKER_07]: Yes. Yeah, we grow and produce our own wine here. 41 acres, yeah.

[SPEAKER_14]: Very good. Awesome.

[MCM00001210_SPEAKER_04]: No, it sounds good. Yeah, we're, you know, farmers markets continue to improve every year. So we, you know, we always want to accept and support good vendors. So that seems good.

[Robert Delafano]: All right. And then if you want, you can make a motion for Abigail's winery with the contingent upon the new license?

[MCM00001210_SPEAKER_04]: Yes, sir. Okay, so I will make a motion to accept the Farmers Market permit application. This is for Broken Creek Vineyard for this season. I have a date here. It's from June 4th to October 15th. pending one outstanding item that the farmer winery license that were sent the updated certificate.

[Robert Delafano]: And I will second that motion. All those in favor, aye. All those opposed. Hearing and seeing none, the ayes have it. Abigail, you're all set. Just send that paperwork into Dowdier and you're good to go.

[SPEAKER_07]: I will. Thank you very much.

[Robert Delafano]: All righty, good luck with your press season. I hope things work out for you. Thank you.

[Unidentified]: Bye.

[Robert Delafano]: Okay. Got that one done. Now we got Storm Along.

[Unidentified]: Hello. How are you guys doing?

[Robert Delafano]: Good. Hi. Can you state your name and business name just for the record, please?

[MCM00001231_SPEAKER_12]: Catherine Longhetti, and I'm a representative for Storm Along Sider.

[Robert Delafano]: Okay, Catherine. And you've been here before, right?

[MCM00001231_SPEAKER_12]: Yeah, so this will be a fifth year.

[Robert Delafano]: Wow.

[MCM00001231_SPEAKER_12]: We love this market.

[Robert Delafano]: I guess Method's pretty good. You're coming back for a fifth year.

[Unidentified]: It's awesome.

[Robert Delafano]: Good for you. Yeah, I looked over this application and everything looked fine to me. Ben, I didn't know if you picked up anything on it, but. I remember you guys.

[MCM00001210_SPEAKER_04]: I didn't realize it's been five years.

[MCM00001231_SPEAKER_12]: Yeah, went by quickly.

[MCM00001210_SPEAKER_04]: Now you've gotten looking at all of these expiration dates.

[Robert Delafano]: Yeah, that was the first one that I noticed. And a couple of them put in a transportation permit too, but it's on, it's all, the transportation license numbers are also on the, on the market application.

[MCM00001210_SPEAKER_04]: Right, right. So you're good to transport it there. No. Looks good. I'm just going to check the mail.

[MCM00001231_SPEAKER_12]: And the check's on the mail, Daria.

[Robert Delafano]: Yeah, we've heard that before. Yeah.

[MCM00001231_SPEAKER_12]: Yeah, I know it is. I sent it over two days ago.

[Daria Tejera]: Yeah, yeah, yeah. I think we last talked a couple days ago, and I looked at the date, and I was like, okay, so it still must be in the mail. It was deposited a few today.

[Robert Delafano]: I believe it, the way the post office has been running lately. Yeah. It's crazy.

[MCM00001210_SPEAKER_04]: So kind of side question, is this a rotating booth or is this, will there be three?

[Robert Delafano]: three booths operating at the same time. But three should be operating at the same time, right? These all come every week, right?

[MCM00001231_SPEAKER_12]: No. So most of us will do bi-weekly. So there are going to be like three alcohol vendors there the same day. Now there's a third one that's doing this market. So there will be two there on some of the days. we usually go back and forth, alternate.

[Robert Delafano]: Oh, so all three of you don't come every time, every week? We don't. OK.

[SPEAKER_14]: Well, you can. We can both come on the same plane here.

[MCM00001210_SPEAKER_04]: Yeah. But yeah, nonetheless, it's no issues.

[Robert Delafano]: What's our insurance? I think that's handled through the farmer's market itself.

[MCM00001231_SPEAKER_12]: Yeah.

[Robert Delafano]: share all the insurance and all of that.

[MCM00001231_SPEAKER_12]: Yeah, we sent over the insurance to them.

[MCM00001210_SPEAKER_04]: Yeah, alright, so I'm going to make a motion to approve this. OK, OK, so I'll make a motion to accept the permit application for the farmers market for Storm Along Sider LLC. That's going to be from June 4th through October 15th of this year. Not pending anything, just the application is complete.

[Robert Delafano]: Very good. I'll second that motion. All those in favor? Aye. Aye. All those opposed? Hearing and seeing none, the ayes have it. Catherine, you're all set. Good luck again this year.

[MCM00001231_SPEAKER_12]: Thank you. Have a great rest of your afternoon.

[Robert Delafano]: You too. OK, bye-bye. Good luck. OK, I think that ends it. We're the only ones left up there on the screen. That's good. Job commission. We can do it, both of us. Yeah. You can disconnect us if you like. Oh, no, I got it. You guys got to call it, yeah. Call the end, I'm sorry. I'm in another world here.

[MCM00001210_SPEAKER_04]: Call it before you say anything, Will.

[Robert Delafano]: Yes. Let's see. Okay, ending the meeting. That's all I have. Anyone else? Ben? Daria? No? Okay. I make a motion to adjourn. I second the motion to adjourn. All those in favor? Aye. Aye. Opposed? Hearing and seeing none, the motion has been accepted.
